Scott from the republic of 3d showing a method to do some re-topology right in Maya by making a surface live and using the create polygon tool and the append to polygon tool to build polys right on the object’s surface. Its a bit of a clunky method, and like Scott mentions, applications like 3D Coat or TopoGun handle this type of thing much better, and there are even some 3rd party scripts and tools for inside Maya that will aid in retopo.

I would also like to add that when you are using the create poly and append poly tools in Maya, the direction in which you create a polygon becomes important as it will describe which way the normal faces by default. So laying down points clockwise will have the normal in one direction, and counter clockwise will have the normal face the other.
