Jamie Cardoso explains how to create a velvet like shader in both Mental Ray and V-Ray, providing some settings and steps for each. Jamie tries to describe what exactly makes velvet actually look like velvet and then emulates that in the material settings for the Mental ray mia Material, and the V-Ray shader as well.

One of the most distinctive characteristics of the velvet/suede finish is its soft textured effect with two contrasts that transcend across the entire surface. This effect is more noticeable on the edges/rim of the surface

I would imagine that this technique would be fairly paralleled in any monolithic shader / physical renderer, the key being a procedural map used for the falloff to make the velvet look as real as it does. Check out the tutorial for Creating a Velvet or Suede Material with Mental Ray or V-Ray here.
