His Particle MotionBlur Tool creates curves where the particle motion blur would be. The curves look and act like the motion blur would from a render of the moving particles.
Manuel Koster walks through the Particle MotionBlur Tool with a quick overview, and then shows a comparison toggling between the curve strokes and a version without. The tool renders much cleaner simply because it’s rendering geometry.
