Sebastien Lhomme co-founder of Thinkmojo shares some techniques for creating an animated sunburst with radial rays in After Effects and also provides an After Effects Project Template for creating star or sunbursts which he calls the SunBurst Creator Kit.

The SunBurst Creator Kit (provided freely) is an After Effects CS4 project that will allow you to quickly create starburst or sunbursts and animate the rays with up to 14 different animatable variables. Just import the project into your own After Effects project, and simply drag any of the 8 ready made After Effects compositions into your scene.
Check out the SunBurst Creator Kit for After Effects here. The Project file is 1280 x 720, contains 14 animatable variables, vector based so it can be scaled without degradation, and has 8 ready to used sunburst animations that you can use as is or edit.
