Realtime effects with Eevee are Nathan Duck’s thing. In his latest tutorial, you can learn how to make a realtime light speed effect using the Eevee render engine in Blender.

The tutorial covers working with glowing particle systems. The particles attach to a cylindrical object using Hair, and with a few simple changes to the rendering system, you can get bright streaks in Eevee running in realtime.
