Allegorithmic has released Substance Designer 3 as per its schedule for an end of summer release, and also posts an interview / promo with the Technical Art Director at Creative TD, Kenny Lammers who briefly discusses Substance Designer 3 and the Texturing Workflow in comparison to using something like Photoshop.

Substance Designer 3 is poised to be a run at the weaknesses of Photoshop and the like that have been standard in many facets of the texturing workflow, and over the last few years have fallen short for features directly apropos of texture and 3D artists. Substance Designer is built for work, with such tools as a batching system, vector output for UV shells, a non-linear and nodal workflow, and the ability to reuse operations whole or in part over and over.

If you have never seen the workflow using Substance Designer, you may be missing out on the great texturing tool. Designer 3 can speed up texturing workflows and really simplify a lot of the process by its ability to re-use operations that would typically have to be recreated every time in a Photoshop texture workflow.

Substance Designer 3 is available for both Mac OSX and Windows as an interchangeable license for the retail price of $590.00.
