His latest looks at how to create a retro outline effect complete with glitches in Ae.

If you suspect that fractal noise is somewhere in this tutorial you would be correct. Noise is at the foundation of so many effects in After Effects or just computer graphics in general. Also used on deck are Vegas and displacements. The result is the old-school style retro outlines often seen with older computer systems, including the visual anomalies like glitches and jitter.
