Jennifer Conley has created a handy little script that will allow you to re-order Maya attributes easily. Attribute Reorder seems to only work with Maya ASCII files (which is what everyone should use anyway) and Jennifer provides a word of caution noting that the script actually will restructure the Maya file, so saving and versioning is important if you are using it.
